Sweden separates the right to trade in strong beer from the tax procedure used to receive it. Excise authorisation, permitted buyers, EMCS, food information, producer responsibility and deposit registration are distinct layers that must be allocated correctly.
Responsibilities must be agreed before dispatch
The Public Health Agency of Sweden states that wholesale trade in strong beer—beer above 3.5% alcohol by volume—requires approval as a warehouse keeper or registration as a recipient. An authorised wholesaler may sell only through permitted channels, including Systembolaget, other eligible wholesalers and alcohol-serving licence holders. The buyer’s status must therefore be verified for the intended transaction.
